Default Devon / NSR bait ban?
Sorry, I'm not good on reading maps. I'm confused which part of the regulations should i follow the one in ES2(with bait ban) or PP2(bait allowed). Is Devon part of the downstream or upstream in PP2.

PP2

ES2 doesn't begin til you are upstream of Drayton Valley.
