Is this extra insurance rider going to only apply to EV's? If its purely a weight thing i think this proposed rider of yours should apply equally to Suburban's, Pickup trucks, or other large vehicles that may hit my little Honda as well.

This is a very slippery slope your going down. Insurance companies are surely collecting data on this and adjusting their rates accordingly. We don't need extra riders or ridiculous anti EV charges to govern what you are proposing.

At the same time, insurance should reflect the characteristics of the vehicle, EV fires can burn 24-48 hours, and even fairly minor damages to batteries can be very expensive compared to IC vehicles, so premiums should reflect that.

One thing insurance companies are very good at is making sure they don’t lose money and lowering their risk. They have been talking about EV’s for decades already most likely. They will figure it out and whomever buys EV’s will find out likely as well.
