Yes an HS short action has the same bottom metal hole spacing as a short action Rem 700. This holds true for the long actions in both makes as well.
The differences are in that Remington has a slot in the stock for the safety that HS does not and the HS recoil lug is slightly thicker than the Remingtons.
Both are round actions, so any difference in diameter will be marginal but easily dealt with by proper bedding.
