What make / model of boom? I service a gehl rs-44 for one company and a jlg 42 for another . Both run the JD 4 cyl and a hydro static trans. Your first thing is to figure out if its a mechanical problem or electrical problem. Really a pretty solid trans set up, make sure the filter is changed every 400 hrs and it is topped up with a good quality ATF . If you have lots of hours on it it may be do for a complete drain and filter. But if I was a betting man your problem is likely the electrical contacts in the selector switch. With a multi meter and 2 guys you should be able to test the switch for continuity. If it works in 3 and 4 good but not in 1 and 2 it's Likly the contact points in the selector are worn off. 1-2 is used a lot more then the higher gears.
