Can anyone legaly buy a skin that's been trapped by a licensed trapper?

Hi guys I'm a fly tier and would like to buy a fox skin and probably other animal skins. Is there somewhere that I can legally buy skins? Or can I just buy from someone who is a licensed trapper?
