Default You'll still need your cards?

I think they were saying you may have to register your long guns, not that you wouldn't have to qualify to own one.

Is that not correct? Even the Cons don't want more nuts owning guns.

You will still need a PAL you just wont be registering each individual firearm

He's talking registration cards. You get one for each firearm you own.
