Hooks

Just a question....the regs say no more than three hooks at a time on any lure. I have quite a few Rapalas that have a double treble. Do they count a treble as three hooks?...Do I have to remove one and if so, which one would be best to remove..the middle or the rear?

A treble hook is considered one hook, no need to remove any.
