Just pulled this off the net.

C.I.L were made by two firearm makers cooey and anschutz, the cooey ones aren't as valuable as the anshutz. Other than that I haven't been able to find much info on them.

My .22 Cooey 600 is stamped Mfg. by Winchester.

You might want to look into your .308 being made by Winchester, maybe a roll-marked model 100?

They also sold rifles made by Savage, CBC, Parker Hale , and Franchi, as well as some limited production companies.

I don't have any of the data sheets anymore, but if it has a detachable magazine with the button on the right side and a safety on the tang, it's a savage made rifle.
if it has a safety on the right had side , and a Mauser style ,Santa Barbara action with a hinged floor plate, it's likely a Parker Hale.

Default Cil .22

I have an old CIL .22LR semi-automatic with a feeding tube under the barrel that must be about 50 or so years old. So am I to understand that this firearm came from one of these other manufactures but built for CIL?

Cat.... It has no removable mag,top fed with plate, button on right and tang safety probably a savage. It's in great shape with an old tasco scope 9x40 I think. Got it used in some gun swapping. I'll try to pm you pics this weekend thanks for the help.

Yup, C.I.L built their own ammunition - except for the Eley ammo for which they had the Canadian franchise for, but they never built any of their rifles or shotguns.
They DID however, have a hand in designing many of them, the C.I.L. 950T
.308 Palma match rifle for one, the C.I.L. 190 .22 match rifle for another.
The tube fed semi may either be a Marrochi , Franchi, or a savage.
What does the receiver look like?

The button on the right side would be the bolt release.
You push the button down with your thumb at the same time pulling the trigger to slide the bolt out.
Notice the barrel nut?
The plate is screwed on, not hinged, correct?
This would be a C.I.L.950E IIRC.
