Default Bow River Access Denied?

Hey everyone, I went to go for a walk this morning down at the 17thAve/Blackfoot boat lunch, and there are two locked gates now one blocking the condo complex entrance and one at the start of the dirt road that goes to the launch. There has always been one right at the pathway but these other two are new. There are signs at the launch that it is a public boat launch but rescue takes priority.... how can it be public if there is no way to get there?
Any one know who manages these types of issues with the city? I've called them and they sated they will call me back over the next 5 business days.
I'd like to know if this is for winter or the way things are going to be.......

In the fall I asked somebody about it who was launching a big dingy and they said it is locked for the late fall and the winter. The guy was with a large group with a bunch of dingies in a bus. I fly fish down there a lot and thought it was weird that they had gates.
