Reloader 19 and 17 will give you very good speed .
Imr 4350 will be maybe a bit slower 50-70 f/s but more consistent from +20 to -20C
IMR 4451 would be even better for shooting in the different temperature conditions.
But personally I would not bother with 165 gr in 300 wsm and go to 190-210 gr bullets.

Howcome the heavier bullets? I was planning to run 165 so they would be good for deer an elk, 200+gr bullet could do some serious damage on a smaller buck.

Not quite .. You would likely see much less meat damage due to the heavier bullet jacket and slower terminal velocities resulting in less violent bullet expansion.

I have taken moose and elk with 165gr, but the 180 - 220 IMO take them better... just my .02

Absolutely correct. Two years ago, I hunted with my friend who shot his mulie buck with a .338 Lapua. I shot the big doe he was with using my .270WSM. Same distance, same angle, same lung shot placement. The devastation to meat that my .270WSM was far worse than his .338 did both using cup and core bullets.
