Default NR Bighorn draw

Does anyone know how many points/ years it takes to draw the NR bighorn draw? Asking for a friend wondering if a walker or wheelchair may be present once drawn!! Lol.....
Know anyone that has obtained it? And had success?

Non-resident (Canadian) Trophy Sheep Special Licences are available through Class S Outfitter-guides or through a draw. Only 2 licences are available through a draw, and each hunter successful in the draw must be accompanied by a Hunter Host.

There are only two draw licenses available for NR Canadian. That is what is printed in the regs. Don't even know if this is a point thing because it could be just a random draw?

Priority 16 and 18 drew it last year. My guess is the draw code likely will be eliminated in the coming handful of years but if he's near the top right now that's what it took last year.
