Default Whitefish help

Went out to catch some whites for the first time in 2 years today at skeleton. Saw a few fish but no takers. What lures should I be using? I was using a wire worm. Also to see more fish how deep should I be fishin? The only on that seemed interested just swam around my wire worm for about 2 minutes then took off. Also bait or no bait?

Fish in 5-10 ft of water. Use a wire worm, small jig, or small spoons.
