A photo taken from the other side would clearly show that it's right in front of hotel, not on public land, and not paid for by the taxpayer.

Yes, this is in front of the Ramada. I believe it was a HoJo originally and that they paid for this work of "art". That said, you'd be surprised how many tourists take pictures in front of it and on it.
Grizz, if your son is into practical jokes he should conceal a portable wireless bluetooth speaker under it and download a loud roar track on his phone, then proceed to mess with tourists from an enjoyable distance
I'm still writing my script for my dream TV special "Candid Canmore.... Messing With Tourists". Scene one: The Inappropriate Park Survey ("Good day sir, I work for Kananaskis Parks and would like to ask you a few visitor questions. Question 1, since your arrival how many times would you say you have urinated and defecated in the Park? Question 2, would you say spending more than 24 hours in the park a. enhances your libido, b. decreases your libido or c. no noticeable change.
I've got more, but they become more inappropriate as the go Any TV producers out there want to bankroll my idea?

My dog saw that pig.
It completely took him by surprise.
It made his hair stand up and he started to growl.
When he realized he'd been had - he went and pi$$ed on it.

That's not public art, it belongs to the hotel. Our(canmore)public art is much uglier than that bear

How about "Stumpy".

If you want to see the ugliest piece of public art in Canmore just stand on the Bow River bridge and look East to see what most locals call the toilet paper roll I believe it cost upwards of $25,000 and then there is the Big Head $50,000. If it wasn't so pathetic it would almost be funny.

I wonder what the Euro and Japanese tourists have to save about said "work of art".
The CBC will probably make a sketch of some sort about it.

Hey, Big Head is way cool! He gets dressed up for all the big occasions, is friendly/approachable for kids and has some reference to Canmore.
Apparently 'Canmore' is a translation of the Gaelic 'Ceann Mór', the variation of the town's name refers to an ancient Chief with a Big Head.
I noticed he's developing a bit of a crack though, so he's becoming a crack head.

Certainly hope they didn't think it was one of a kind.
A private yard just outside of Athabasca has the same bear, and there is also one on the main drag in Lloydminster (in front of Nelson lumber maybe?)

Or maybe your definition of "riding" is different than mine?
And I agree with the comments on the Grizz
