I imagine being strapped makes some people stand their ground when usually they would be stepping.

That's a bit chicken or egg. If you've made the decision to illegally carry a weapon, it suggests you are looking for or expecting trouble. I don't think the tail wags the dog here.

Looks like everyone who reads this takes something different from it.
Here's what I see.
One guy with 7 holes, tells me the other guy was shooting his gun 'Gangsta" style on it's side. leading to horizontal stringing.
The shooter with 7 holes was having trouble concentrating on his target ad only managed 3 hits.
They both look like pot users, which leads me to believe pot is a gateway drug to gun violence. Do away with pot and gun violence will disappear. 
15 homicides in a civilized city like TO??? Were they all gun related?? Any long guns involved? Any of the shooters have a PAL? Maybe gun control targets the wrong people?

Same social circle covers a lot of ground, same gang but not friends, play darts on Thursdays, buy drugs from same guy, part of RC airplane club, easier to say than description of actual relationship.
