This is same principle applied when using a powered down rigger on a steel cable (positive ion control).

The premise is, positive charges (to some extent), will increase the chances of a fish taking your bait.

All animals emit electrical currents / charges - some animals, like sharks in particular, are very sensitive to this.

Many salmon fisherman swear by this theory.

There is also a product called the "the black box" which charges your downrigger cable using a positive charge.

Some major downrigger manufacturers have some products to control (and set) the exact levels of positive ions. See ther Cannon website - explains this quite well.
